CoA | Procedure For Registration

The Council of Architecture (CoA) states that, “Any person desirous of practising as an ‘Architect’ in India is required to be registered in the Register, with the Council of Architecture (CoA). He shall be entitled on payment of the prescribed fees to have his name entered in the register, if he resides or carries on the profession of Architect in India and holds a recognised qualification (Indian and Foreign) listed in the CoA  Schedule, or does not hold such a qualification but, being a citizen of India, has been engaged in practice as an architect for a period of not less than five years prior to 27.04.1974 or possesses such other qualifications as may be prescribed by rules .”

REGISTER

CAN A PERSON WITH AN ARCHITECTURAL QUALIFICATION NOT INCLUDED IN THE SCHEDULE, BE REGISTERED WITH THE CoA?

“Any authority in India which grants an architectural qualification not included in the schedule may apply to the central Government to have such qualification recognised, and the Central Government, after consultation with the Council, may, by notification in the Official Gazette, amend the schedule so as to include such qualification therein, and any such notification may also direct that an entry shall be made in the schedule against such architectural qualification declaring that it shall be a recognised qualification only when granted after a specified date.”

CAN A PERSON, WHO IS NOT A CITIZEN OF INDIA BE REGISTERED WITH THE CoA?

No person other than a citizen of India shall be entitled to registration with the Council of Architecture, India.

CAN AN INDIAN CITIZEN RESIDING IN ANOTHER COUNTRY BE REGISTERED WITH THE CoA?

If a citizen of India residing in another country, holding an architectural qualification registrable in that country is permitted to enter and practise the profession of architect in such a country, the Central Government of India in pursuance of a scheme of reciprocity or otherwise, may after consultation with the Council, direct, by notification in the Official Gazette, that such architectural qualification as the Council has decided should be recognised, shall be deemed to be a recognised qualification.

WHAT IS THE REGISTER OF ARCHITECTS?

The Central Government provides a Register of Architects in India. The Council of Architecture prepares and maintains the Register in accordance with the provisions of the Architect’s Act. The Register includes the following particulars:

  • The full name with the date of birth, nationality and residential address of the Architect.
  • The Architect’s qualification for registration (B.Arch. or M.Arch etc) and the date on which he obtained that qualification and the authority which conferred it.
  • The date of the Architect’s first admission to the Register.
  • The Architect’s professional address.
  • Further particulars prescribed by rules.



WHAT IS THE PROCEDURE FOR GETTING REGISTERED WITH THE COUNCIL OF ARCHITECTURE?

Earlier a person applying for registration was required to download the registration form and send a duly filled form to the Council of Architecture office. But w.e.f. 01.04.2016 onward, only online filled up applications shall be accepted. The instructions for filling and submission of online application form are described here:

1) REGISTER AS AN APPLICANT: The first step is to sign-up/register yourself as an applicant for registration. For that, you have to go to the CoA site and click on online services. Fill in all the details required of you, such as email id (which will be your login ID), year of admission, date of birth, mobile number, enrollment number and OTP which will be sent to your email account. Subsequently a password will be generated by the system and sent to you by email. This will be your login password. With the login ID and password, you can login the Council’s website anytime.

2) FILL UP THE APPLICATION FORM: Fill-up the application form in proper case and completely. Remember an incomplete application shall not be processed further and no intimation shall be sent in this regard. Please fill up your name in the form as per the recognised architectural qualification certificate on the basis of which registration is sought. Also ensure that the spelling of your name is correctly mentioned on the recognised architectural qualification certificate and marksheets being submitted by you. In case, your name is mentioned incorrectly, you must get the same corrected from the competent authority of the University/institution. 

3) ENROLLMENT NUMBER: Enrollment number i.e., (CoA-Six digit Number) is mandatory / as applicable (for admissions from the Academic Year 2008-09 onwards). Make sure that the enrollment number entered is strictly in format as given in the enrollment number list as available on the website of the Council www.coa.gov.in/enrollment. Enrollment numbers of the students are also available with the respective Institutions.

4) TAKE A PRINTOUT OF FILLED FORM: After filling up the application completely, take a printout of the duly filled form on good quality bond A4 size paper (preferably a coloured one). Paste a photo of 3.5cm x 3.5cm on the form.

5) CORRECTIONS: Correction(s), if any, can be made by the applicant in the hard copy of the generated/printed application form by countersigning at the place of correction before sending to the Council. Note that the CoA is strict about completing the application format. 

6) SEND THE FILLED FORM TO THE CoA OFFICE: The duly filled and signed application form should be properly stapled with the requisite documents in the same order as provided in the checklist mentioned below and may be handed personally either by you or by a person authorized by you, at the office of the “Council of Architecture” (Payment Timings :10.00 am to 01.00 p.m. & 01.30p.m. to 03.30 p.m. on all working days Monday to Friday) or be sent to the Council’s office by registered post addressed to the “Registrar, Council of Architecture, India Habitat Centre, Core 6-AFirst floor, Lodhi Road, New Delhi – 110 003”. Each application shall be accompanied by Registration Fee (Non-refundable) of Rs.600/- by way of cash at the counter or by demand draft drawn in favor of “Council of Architecture”, payable at New Delhi or alternately the payment can also be made online through login id details.

7) ONLINE PAYMENT: Alternately the payment can also be made online through login id details.Go to the Submit your bank account details page in the CoA site.

8) SUBMIT TO CoA:  Do remember to press ‘Submit to CoA’ button after making the payment online. It ensures that the application form is in order otherwise your application shall not be available for further processing.

WHAT ARE THE DOCUMENTS TO BE SUBMITTED ALONG WITH THE APPLICATION FOR REGISTRATION?

The documents to be submitted along with the application for Registration include the following. Documents must be duly attested by a Gazetted Officer or Notary Public / Oath Commissioner and must be self attested. Documents should be properly stapled with the application form in the same order as provided in the checklist:

1) FILLED-UP APPLICATION FORM:  Application form color printout in the prescribed format, duly filled in and signed by you with a recent color passport of size 3.5 x 3.5 cm.  Please ensure that the spelling of your name is strictly as per the recognised university architectural qualification certificate and mark sheets submitted by you.

2) BIRTH CERTIFICATE: A copy of the date of birth certificate attested by either a Gazetted Officer or Notary Public/Oath Commissioner. In case you do not have a birth certificate, you may submit a self-attested copy of Matriculation / Secondary Examination having a record of your date of birth.

3) 10 + 2 MARK SHEET:  A  self-attested copy of mark sheet of 10+2 or equivalent examination showing at least 50% marks in aggregate with Mathematics as a subject at 10+2 level. In case of 10+3 diploma, enclose all semester’s mark-sheets and diploma certificate.

4) ARCHITECTURAL QUALIFICATION CERTIFICATE: The self-attested copy of the final recognised architectural qualification degree certificate on the basis of which registration is sought i.e. 5-year B.Arch. Degree or 5-year Diploma in Architecture or 5-year Government Diploma in Architecture or Membership of I.I.A. Certificate (as the case may be).  The recognised architectural qualifications (Indian and Foreign) are listed in the CoA  Schedule. In case the final degree/diploma has not been awarded/ issued by the University, you may submit a self-attested copy of the provisional certificate/passing certificate issued by the competent authority of the University i.e. Asst. Registrar/Dy. Registrar/Registrar or any other competent authority authorised. 

NOTE: The Council of architecture will only accept the Provisional Certificate/Passing Certificate issued by the University and will not accept a provisional certificate issued by an institution. Also, the provisional certificate will not be accepted if the final degree/diploma for the applicant’s batch has already been awarded.

5) COPIES OF MARKSHEETS FOR ALL SEMESTERS/YEARS: The self-attested copies of marksheets (including Practical Training certificate, if any) for all the semesters/years of the recognised qualification(including Fail/ATKT/Supplementary etc.). Alternatively, you may also submit an attested copy of your consolidated mark sheet for all semesters/years. No original mark sheet(s) should be submitted with the application.

6) CASTE/ CATEGORY CERTIFICATE: If any applicable.

7) DEMAND DRAFT: A demand draft for Rs.600/- (non-refundable) drawn in favour of “Council of Architecture”, payable at Delhi/New Delhi towards registration fee. It must be mentioned that the option of availing of One Time Payment at the time of applying for registration has been discontinued. The registration shall be granted initially for two calendars years and after that period, you can opt for one time payment. 

8)  SELF-ADDRESSED ENVELOPE: A self-addressed envelope of size 12”x ́10″ for sending the certificate of registration by Registered Post back to the candidate.

9) REGISTERED POST: A self-attested copy of the final recognised architectural qualification certificate on the basis of which registration is sought  should preferably be sent by Registered Post to avoid any loss in transit along with a self-addressed envelope large enough to contain it.

NOTE:
Please make sure that all documents as required by the Council are submitted along with your application for registration. If any application is incomplete in any respect, it would not be processed further for registration.

Since I get many queries and doubts regarding registration with the Council of Architecture, I have addressed them here.
CAN YOU APPLY FOR REGISTRATION IF YOU HAVE NOT RECEIVED YOUR ARCHITECTURAL CERTIFICATE?

In case, you have not received the architectural certificate pending the award of the same by the University, you may for the time being submit a self-attested copy of the provisional certificate/passing certificate issued by the competent authority of the University i.e. Asst. Registrar/Dy. Registrar/Registrar or any other competent authorised authority. As soon as you receive the original architectural certificate, you must send a self-attested copy of the same to the registrar of the Council of Architecture.

NOTE: If the degree/diploma for a particular batch has been awarded by the University/institution, then the applicant belonging to that batch is required to submit his final degree/diploma, in original, to Council when applying for registration. The Council of architecture will only accept the Provisional Certificate/Passing Certificate issued by the University and will not accept a provisional certificate issued by an institution. Also, the provisional certificate will not be accepted if the final degree/diploma for the applicant’s batch has already been awarded.

WHAT IS THE PROCEDURE IF A MARK SHEET IS MISSING?
In case a mark sheet(s) for any particular semester/year is/are missing or untraceable, you must apply for the duplicate mark sheets to the concerned institution/university and submit duly attested copies of the same. Before submitting the form, ensure that details such as name, course name etc. are correctly mentioned on the mark sheets.
HOW DOES ONE  APPLY FOR CHANGE OF NAME AFTER MARRIAGE?

In case of change of surname consequent upon marriage, you should fill up the  application for registration online with the changed name along with supporting documents such as,  application form for change of name and copy of the Marriage Certificate (i.e. Memorandum of Marriage) or a copy of the Gazette Notification from the respective State/Central Government duly attested by either a Gazetted Officer or Notary Public/Oath Commissioner, OR alternatively, an attested copy of a joint affidavit submitted along with husband executed on a non-Judicial Stamp paper of Rs.10/- towards change of name consequent upon marriage.

WHAT SHOULD BE DONE TO APPLY FOR CHANGE OF NAME?

In case where name is changed due to reasons other than marriage, you should fill up the application for registration online with the changed name along with supporting documents such as, application form for change of name and a copy of the Gazette Notification from the  respective State/Central Government, duly attested by either a Gazetted Officer or Notary Public/Oath Commissioner.

NOTE: In case of change of name, only the new name must be entered under the column provided for. However, if there is any correction in the details of the name i.e., name order (First name, Middle name and/or Surname or any correction, the same can be done by cutting and correcting the same on the hard copy, at the place but it has to be countersigned by the applicant.

WHAT SHOULD BE DONE IF THE NAME ON THE ARCHITECTURAL CERTIFICATE DOES NOT MATCH WITH THE NAME ON THE BASIS OF WHICH REGISTRATION IS SOUGHT?

In case, your name or the nomenclature of the qualification pursued by you is mentioned incorrectly in your architectural certificate, or the mark sheets that you are submitting,  you must get the same corrected from the competent authority of the University/institution before you submit it for registration.

CAN AN ARCHITECT HAVE AN ADDITIONAL QUALIFICATION ENTERED IN THE REGISTER OF ARCHITECTS?

An architect is entitled to have any additional architectural qualification(s), entered in the Certificate of Registration as an additional qualification on payment of additional qualification fee of Rs.200/- (per qualification).  But only recognized architectural qualification(s)  included in the schedule of qualifications appended to the Architects Act, 1972, can be entered on the Certificate of Registration.

The additional recognized architectural qualification certificates IN ORIGINAL, for verification and return by Registered Post, along with a copy of the same duly attested by either a Gazetted Officer or Notary Public/Oath Commissioner must be enclosed along with the application for registration.

NOTE: Please ensure that the nomenclature of the qualification pursued by you is correctly mentioned on the recognised architectural qualification certificate and marksheets being submitted. In case, the nomenclature of the qualification is not mentioned correctly, you must get the same corrected from the competent authority of the University,before submitting to the Council.

IS THE ONE TIME PAYMENT OPTION AVAILABLE WHILE REGISTERING WITH THE COA?

Note that the option of availing of One Time Payment at the time of applying for registration has been discontinued. The registration shall be granted initially for two calendars years only. But at the time of renewal after the initial two years, you may make payment of the prescribed renewal fee annually or opt for One Time Payment as and when your renewal fee falls due. One Time Payment can be opted at the time of renewal, subject to submission of a duly attested copy of the final Degree/Diploma certificate received after convocation, if not submitted earlier.

WHEN IS THE CERTIFICATE OF REGISTRATION ISSUED?

If the Registrar is of the opinion that the applicant is entitled to be registered, then he shall enter  the name of the applicant in the Register and issue a Certificate of Registration.

WHEN IS THE REGISTER PRINTED?

After the first day of April every year, the Registrar prints copies of the up-to-date Register, which are then available to persons applying for a copy, on payment of the prescribed fee and shall be evidence that on the said date, the persons whose names are entered therein were architects.

WHAT HAPPENS IF THE CoA REJECTS YOUR APPLICATION FOR REGISTRATION?

Any person whose application for registration is rejected by the Registrar, can within three months of the date of rejection, appeal to the Council.

DOES THE REGISTRATION WITH THE CoA HAVE TO BE RENEWED?

The registration shall be granted initially for two calendars years. In order to renew your registration after its expiry, you may make payment of the prescribed renewal fee annually or opt for one time payment as and when your renewal fee falls due. One Time Payment can be opted at the time of renewal, subject to submission of a duly attested copy of the final Degree/Diploma certificate received after convocation, if not submitted earlier. 

NOTE: Even though you pay a one time payment, the registration is given for a period of 10 years at a time and the certificate of registration must be sent IN ORIGINAL for further endorsement before the 10 year period ends along with the form for further endorsement.

    Hi i did not qualify nata but completed my b.arch from manit bhopal on the basis of jee main paper 2 score…..can i apply for license?..

    According to the CoA, “The candidates admitted to 1st year of a 5-year course without passing an Aptitude Test in Architecture and who have been granted B. Arch. degree or other qualifications shall not be deemed to have attained recognised qualification listed in the schedule of qualifications appended to the Architects Act, 1972. Such candidates will not be eligible for registration as an architect with the Council of Architecture.”
    So I’m not sure if there is any loophole that you can use. Anyhow send all the necessary documents for registration and see what happens.

    Hello!! I have got my degree after marriage so for registration do i have to fill my old name in form and after that process new name in name change form?
    If yes then can simultaneously this process can be done? or what else process is there?

    I recently completed my Bachelor’s of Architecture from Carnegie Mellon University in USA. I am an indian citizen and wanted to register as an architect with the council of architecture. Can I still do that? If yes, what should i use as my enrollment number?

    If you are a citizen of India and hold a recognised architectural qualification (Indian or Foreign) as listed in the Schedule given here, then you are eligible for registration with the CoA. Since you have not done B.Arch in India, you are not expected to fill up the enrollment number.

    i m gautam.i have completed the b-arch degree. yesterday i had open the c.o.a site,there is written..maths subject should have 50% of 12 th std, but i dont have….can i rgister there…..

    According to the CoA guidelines for admission to architecture course, “No candidate, with less than 50% marks in aggregate, shall be admitted to the architecture course unless he/ she has passed an examination at the end of the new 10+2 scheme of Senior School Certificate Examination or equivalent with Mathematics as subjects of examination at the 10+2 level”. So I dont understand how you got admission to architecture. Anyhow, you send all the documents required by the CoA for registration including the 10+2 marks and see what they say.

    Sir/Madam
    I have completed my architecture but but cleared a 6th semester subject during my 6th year.. will I be able to register myself as an architect with the COA ? I want to know if there’s any rule that doesn’t permit me from getting registered as an architect because I wasn’t able to complete a subject of the first 3 years within 5years and how do I go about with the matter ?

    “The First stage of the course shall be the first 3 academic years or 6 semesters and should be completed within 5 years of admission to the B.Arch. Course. Registration under the Architects Act, 1972, is acceptable only after successful completion of both the stages.” This was the CoA educational regulations of 2008. But according to the Coa educational regulations of 2017, I do not find any mention about completing the first stage within 5 years. So maybe it does not matter and you can send your documents for registration.

    i student of commerce 12 std & pass 10th in 2016. I want to take architecture . As rules recently change before our admission so can i pursive for architect

    According to the new CoA elligibilty criteria which will come into force from the academic year 2019-2020, “No candidate shall be admitted to architecture program unless she/ he has passed an examination at the end of the 10+2 scheme of examination with 50% marks in Physics, Chemistry and Mathematics and also 50% marks in aggregate of the 10+2 level examination OR 10+3 Diploma Examination with Mathematics as compulsory subject, with at least 50% marks in aggregate”. So if you are trying for admission this year, I doubt if you are eligible since you are a commerce student.

    Hi, I have passed B. Arch. degree from Kerala University and is registering online with COA. But my date of birth in the student enrolment lists been wrongly entered. I had requested the registrar to correct this along with a letter from the College requesting th COA to correct this and my Birth certificate. But there is no reply yet. What should I do to correct this?

    I completed degree in 2013, havnt taken original degree certificate. I need coa registration urgently. So can i use provisional certificate now for registration?
    Hi,
    You can use the provisional certificate for applying for registration only if the original certificate has not been issued by your university for your batch. But if it has been and you did not take it, then you cannot apply using a provisional certificate. First get your original certificate and then apply for registration.

    I have completed 5years of b.arch in 2017. I had clear all the semister
    without any single back. I got 6.1 cgpa in b.arch. And 49.833% in 10+2 exam from Maharashtra. Will be I am able to get coa registration no. ?????

    One of my Cousin is studying B.Arch in a university based in Chennai,first one and half year he does in one university and got T.C.Then he joined in different university.now he is doing his 5th Year, Regarding COA we enquired in Delhi,but the university which gave admission on first year is not registered with COA itseems.Can I able to get the COA number in 5th year.Who is responsible for applying COA number,first studied university or second studying university,we are so confused and both universities are not taking responsibility.What to do now?     I am as confused as you. Usually the enrollment number is given at the time of admission. But if the first college is not recognised by the CoA, it maybe a problem. Anyway go through the list of enrollment numbers and then apply for registration. See what happens.

    Hi , have completed my all years and subjects in five years except a single third yr subject that was pending .I passed it in 7 th yr and have completed my degree. iam eligible for the licence?

    Earlier it was a must that you should have completed the first stage of 3 years within the first 5 years. But in the latest “minimum standards for architectural education, 2017”, I do not see any such rule. So You could send all the required documents to the CoA and see what happens.

    Hi there,
    I would like to know few queries regarding architecturewhat is the best method for submitting the relevant documents to COA for my registration? How long does it take if I am submitting all the documents by hand?
    I am really worried about my original provisional certificates as we are putting our own life in danger by trusting snail mails or speed post.
    A soonest reply would be greatly appreciated.

    Hi,
    Earlier you were expected to send the original certificates for checking by the CoA. But now it appears that you only need to send self-attested copies of all relevant documents by registered post.

    According to the CoA, if you are a citizen of India and hold a recognised architectural qualification (Indian or Foreign) as listed in the Schedule given here, then you are eligible for registration with the CoA. So check and see if you are eligible.

So by that definition since civil engineering degree is not part of the Schedule you are not eligible. But since you did M.Arch, I am not sure. Write to the CoA and see what they have to say.

    According to the CoA, if you are a citizen of India and hold a recognised architectural qualification (Indian or Foreign) as listed in the Schedule given here, then you are eligible for registration with the CoA. So by that definition since B.Tech (IT) degree is not part of the Schedule you are not eligible for registration. However you can do your M.Arch degree in some colleges abroad even without doing B.Arch.

    I have nationality of Afghanistan and I have a B.arch degree from Iran and a M.arch degree from one of the central university in New Delhi.
    Am I allowed to be registered in CoA !?

    Normally, only if you are a citizen of India and hold a recognised architectural qualification (Indian or Foreign) as listed in the Schedule given here, will you be eligible for registration with the CoA. However, if by the law and practice of Afghanistan to which you belong, a citizen of India holding architectural qualification registrable in your country is permitted to enter and practise the profession of architect there, then you will be allowed to practise in India by reciprocity.

    Hii,
    I have passed my B.Arch exam in the month of December 2016.I have received my enrolment no. I didn’t apply since i was awaiting my Final Degree certificate.which i received this month i.e November 2017.It almost took a year to get my final degree certificate.
    Is there any deadline as to when you can apply for the registration after getting your enrolment no.?

    Hi,

    It took me 8yrs to complete my B.arch degree. . I completed the 1st stage of my B.arch in 6 years instead of the stipulated 5 years due to my personal problems. Can the COA register me as an architect?. Am I eligible for the registration of COA and if not how should i proceed? Please help!!

    i am ramkishun gupta completed my b .arch but i have not made my birth certificate and applying for registration will i be able to register myself as an architect ,if not what is the solution.

    In case you do not have a birth certificate, you may submit a self-attested copy of Matriculation / Secondary Examination having a record of your date of birth.

    i have completed my b.arch in 2016 mumbai university , and want to apply for coa , as we have to submit our all marksheets, due to some circumstances i don’t have my 2nd year atkt result. So what shoud i do, please suggest.

    In case a mark sheet(s) for any particular semester/year is/are missing or untraceable, you must apply for the duplicate mark sheets to the concerned institution/university and submit duly attested copies of the same. Before submitting the form, ensure that details such as name, course name etc. are correctly mentioned on the mark sheets.
